Migration, Refugees and Citizenship Canada (IRCC) has issued 2,985 invitations to apply (ITAs) in the latest Express Entry draw, specifically for the Provincial Nominee Program (PNP). Candidates needed a minimum Comprehensive Ranking System (CRS) score of 676 to be considered.

This marks the first program-specific Express Entry draw since the introduction of category-based selection draws in June 2023. Unlike general draws that invite candidates from all programs, program-specific draws focus only on those who have applied through a particular permanent residency program.
Today’s draw is the first since April 24, following a month-long pause. IRCC has not confirmed the reason for the pause but indicated in a recent Access to Information Request that all draws this year are scheduled in advance. The exact schedule has not been made public. Draw size and frequency will be based on admissions targets for 2024 and 2025, with processing capacity also playing a role.
Before the pause, there were four draws in April. The first on April 10 invited 1,280 candidates in a general draw. The next day, 4,500 ITAs were issued in a category-based draw for STEM occupations. On April 23, 2,095 candidates were invited in a general draw, and on April 24, 1,400 candidates were invited based on French proficiency.
French proficiency is expected to dominate category-based selection draws in 2024 due to high employment rates for bilingual candidates and their generally higher CRS scores. STEM occupations will account for 25% of ITAs, healthcare occupations for 15%, and transport, trades, and agriculture/agri-food categories for 5% or less. The remaining 21.5% of ITAs will be issued in general draws, with no mention of program-specific draws.

What is Express Entry?
Express Entry is an application management system for three of Canada’s key economic immigration programs: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP). Each program has unique eligibility requirements but uses the same Comprehensive Ranking System (CRS) to evaluate candidates based on factors such as work experience, occupation, language ability, age, education, and whether they are immigrating with a spouse or partner.
In May 2023, IRCC introduced category-based selection draws for candidates with specific work experience or language abilities. The six categories are:
- Healthcare occupations
- Science, technology, engineering, and mathematics (STEM) professions
- Trades occupations (e.g., carpenters, plumbers, contractors)
- Transport occupations
- Agriculture and agri-food occupations
- Strong French proficiency
These categories will remain in place throughout 2024 but may change in 2025. Immigration candidates must be in the Express Entry pool and meet other category requirements to be considered.
